What does the Notice Consent Changed notification do?

When a tenant turns email notices on, you get "<Tenant name> turned on email notices" by the channels you left on. When a tenant turns them off, you are always told by email and in-app ("<Tenant name> turned off email notices"), whatever these switches say, because you must then serve that tenant's notices another way. Notices already emailed stay served.

Tenants don't see this row. Your own changes to a lease's email-notice switch never trigger it.
