What does "Kera couldn't …" with a Try again button mean inside a step?

Everyone using a step-by-step form (announcement, maintenance request, notice, payout and others).
Where to find it
Inside a form step that loads information (for example "Checking the entry rules for this unit.").
Steps
- While a step loads, its fields show grey placeholder bars and you can't type or continue.
- If loading fails, the step shows a sentence starting "Kera couldn't …" and a Try again button.
- Check your connection and click Try again. Your earlier answers are kept.
Troubleshooting
A failed load never means "nothing here". If a list looks empty after an error, click Try again before deciding the record doesn't exist.
